April 2013 Update

From L – R: Bruce Anson Chair Barwon South West RDA, Linda Ivatts, Assistant Director Victorian Engagement, South East Australia Branch, Regional Strategy & Coordination, Peter Anderson, Executive Officer, Barwon South West RDAThe Barwon South West RDA conducted a successful and productive meeting in April with Linda Ivatts attending from Department of Regional Australia, Local Government, Arts & Sport.

Several presentations were delivered to the Barwon South West Committee at its last meeting on April 4th which included a presentation from Robert Reed, FE Technologies and Craig Hill, ICT Geelong. Craig gave an overview of the IT industry in Geelong and also provided an overview of the BSW Information Research & Development Commercialisation Strategy project that was funded by the committee.

Other guest speakers included Geelong’s first directly elected Mayor, Keith Fagg along with Stephen Griffin, CEO of City of Greater Geelong who provided the Committee with the vision for the Geelong region and the newly created Enterprise Geelong unit within council. Increasing the population, diversifying the economy, attracting industry and private enterprise, the Geelong CBD revitalisation and the NDIS launch also formed part of the discussion.

Avalon Airport’s CEO, Justin Giddings provided the Committee with an overview of current economic conditions, particularly the challenge of attracting a new domestic or international airline to the airport. Justin also discussed the airports master plan. Key features of the master plan include significant capacity for terminal expansions, air freight and corporate aircraft facilities, provision for hotel and retail facilities and for a light rail link. The master plan aims to enable developments which will improve the prosperity of business and people living in the region. Justin indicated that the ongoing support of the RDA committee has been valuable for the airport.

A final presentation was delivered by Luke Fraser from Juturna Consulting. Luke has been engaged by the Barwon South West RDA & Western Metropolitan RDA committee’s to undertake an investigation and prepare a report into Linking Northern Geelong and Western Melbourne Employment and Settlement Trends to Economic Development.

An integral part of the process of compiling this report was to “unpackage” the Deloittes state-wide labour market projections and focus on the Geelong and Wyndham municipal areas. ABS data was also referenced.

Analysis into industry sector growth in each municipality in comparison to state-wide growth for the same industry sectors led to the conclusion that in net terms Geelong and Wyndham are forecast to lose their share of job growth state-wide. The biggest contributor to this trend is the decline in manufacturing jobs.

In conclusion, the challenge for economic development and governance groups will be to attract the required investment to reverse the trend, create jobs, and transition manufacturing jobs.

The draft report is expected to be completed by mid-April. The Committee will then seek to submit the report into the State Metropolitan Strategy.
