Black Rock Circular Economy Precinct

The precinct is located south of Geelong, sitting across a 300 hectare site near the region’s wastewater and energy infrastructure corridor.

Administered by Barwon Water, the precinct:

  • generates more than 2.5 billion litres of recycled water per year for use in industries such as agriculture
  • creates up to 4.5 GWh of emission-free electricity per year
  • recycles 55,000 tonnes of organic material each year
  • treats 70 million litres of wastewater every day.

The precinct is uniquely positioned to attract circular economy, waste-to-energy, hydrogen and resource recovery industries. It offers private investment opportunities in green industrial development, pilot-scale clean technology and industrial ecology projects.

An example is Barwon Water’s planned Regional Renewable Organics Network (RRON) facility.

This would convert household food and garden waste – as well as local commercial and industrial organic waste and materials from wastewater treatment – into products that enrich compost and soil.

It would also provide materials for carbon capture in agribusinesses and manufacturing, as well as produce renewable energy.

This project has the potential to support more than 70 jobs during construction and 36 ongoing roles once the site is operational.

We also supported the development of a business case for a Circular Economy Commercialisation Hub within the precinct in 2023, through our Regional Partnerships Development Fund.
